System-wide message and user-specific feedback display options in the UI

Does anyone know if:

  1. There is a way to announce system wide message to the users (like for the planned maintenance window)
  2. It is possible to display some message back to the specific user if he does something unexpected. We trigger certain processes at the background when users apply certain combinations of tags and it would be great if we could display a success/failure message somehow.

for #1, if you go to settings in the UI there is something called “Home Page Posts” and you can add a post there and it will show up on the front page
