Recently we made an upgrade of DataHub to v0.13.0. Now we realise that the Domains view does not list domains without owners. Is that a somewhat expected behaviour?

Might be a side effect from <https://github.com/datahub-project/datahub/pull/9892|the PR> for search access control.
Wondering if there could be a quick fix/config to it.
